Orlistat (Alli) limited to BMI 28+, but why?

How is it going? I was walking through the mall today and I thought of a good gastric bypass question. Well, here it is. I think you will find it helpful.
Alli (which contains Orlistat) is a relatively new diet aid, which can help prevent up to 25% of the fat you consume and thus help you lose weight slightly faster when taken as part of a calorie and fat controlled diet.
Now, Alli will only be given to people with a BMI of 28 or over but I haven’t been able to find out why. A BMI of 25+ is still clinically over-weight, so why can’t those people take it too?
Is it because at that mass, the benefits of Alli no longer out-weigh the benefits of being slimmer?
